In Papa's Donuteria/To Go!, Cocoa Powder is a holiday-exclusive icing available during Thanksgiving. It is unlocked with Sasha when the player reaches Rank 17.
In Papa's Mocharia To Go!, Cocoa Powder is a standard topping available at the start of the game.
